Funding book : act of February 14, 1882, from the Office of the Second Auditor, 1882-1900.

These records are part of Office of the Second Auditor. Public Debt: Funding Books. These records show by transaction number the changing of the old debt into the new. They give the owner of bond; type of old debt surrendered less West Virginia one-third on both the bond and the interest, less discount on Virginia portion; percentage of Virginia new debt to be funded; and total of deductions and percentage of equalling debt surrendered. The series contains: 1, January 27, 1882-March 3, 1884; 2, March 3, 1884-June 9, 1885; 3, June 9, 1885-April 15, 1886; 4, April 15, 1886-February 18, 1888; 5, February 21, 1888-January 21, 1891; 6, February 3, 1891-June 15, 1900.

Harrison Holt Riddleberger was born in Edinburg, Shenandoah County, Virginia in October 1844. He served in the Confederate cavalry. Riddleberger was a newspaper editor, studied law and practiced in Woodstock, Virginia. He was a member of the Virginia House of Delegates, 1871-1875; Commonwealth's attorney of Shenandoah County; a Democratic Party elector; and was elected as a Readjuster to the United States Senate where he served from 1883-1889. An act of the General Assembly approved March 23, 1839, provided for additional capital for the James River and Kanawha Company. The Company was given full power to borrow on the credit of the corporate funds, $1,500,000.
